In order to access the mobile layout view in Power BI Desktop:
- Ensure "Modify visual settings for mobile layout" is on in Options and Settings
- Navigate to "View" in Power BI
- Select "Mobile Layout"
In order to access the mobile layout view in Power BI Service:
- Navigate to "Edit" at the top of your report
- Select "Mobile Layout"
- Flip back to layout and hit "Save"
